In 3DS max I can set a portrait aspect ratio (larger height than width) and see how this looks in the viewport, then render it out. I want to be able to do this.

What stops you from doing it with Enscape right now? You could simply adjust the window or set the resolution at the capture settings to be exact. Is that cumbersome?
Could you streamline that? so that you can click a button to re-size the window to the capture settings? (But I think I would prefer to have the areas outside of the capture to be "greyed out" or dimmed in some way)... perhaps something visually similar to what you are proposing for screen capture from VR headsets?
In Sketchup, I can take portrait screenshot by turn on synchronize views button with the aspect ratio < 1 (use thomthom camera tool). Then use create view button, your Aspect ratio setting will save when you load your project again.Sometimes, Synchronize views can't match with SketchUp viewport when I use Pan tool in two-point perspective mode
