Emissive lights flickering on video exports

I am having trouble with emissive lights flickering and flashing during video exports. I don't have this problem when using point lights and spotlights, and am exporting at a high quality. It doesn't have this problem in the preview, only in the final export. I would just stop using emissive textures but there are some situations where I need to see light "source". Below is an example of the two light sources I am having issues with, the light poles and the ground lights. Any suggestions for solving?

Sorry for the delay in my response, I edited the video clip down to a couple scenes where it flickers and flashes. I have checked to make sure there are not duplicate surfaces, which is what I thought was happening at first. Below is the link to my file, thank you for the transfer recommendation.

i'm using actual light proxies, with sphere lights, then i scale it to small size with sketchup extension called "Freedo Scale" to avoid light leaking, but no solution...

I'd love to know if there is any resolution to this. I was unable to send the project file, but would like to know if there's a way for me to model differently to avoid this issue.
