Why does the tinted glass not cast a 'shadow' or diffused light on the wall the light stops on?
Is there a way to fix this?

Yes, I just try this for my self and just here, even fully opaque glass still have a full bright 'shadow'.
It is a known issue with any transparent surface (including liquids) - light passing through them is not affected by the material it is passing through.
Tints to the transparent material will tint everything seen when looking through them, but light colour/intensity does not change.
We do not support colored/diffused light through colored glass, nor colored shadows yet, mostly because this procedure would take up incredible amounts of processing power, but this has been requested before a few times so it's already filed as a dedicated feature request on our agenda. I've given the topic a +2 through your voice A.bere and namim3d , thank you for your feedback!
