Is there any way to turn the interior lights on, while you are shooting an exterior shot during the daytime?
My current workaround is to take a shot during Dusk/Dawn and just Photoshop those windows into the picture

DraftingDave , they are actually always on, but the sunlight usually crushes them, so they seem to be invisible. Turning the light brightness up as far as possible may help, plus, go into the Advanced tab and increase the Artificial Light Brightness through the slider even further. If that isn't enough, you could turn down the Sun Brightness - if the scene gets too dark, try to increase the Exposure Brightness in the General tab on top of that.

I really don't think the lights are on during the day. Here are some examples using the method you mentioned.
I created a test model from scratch. I put people on the inside 2 feet from the windows and arrayed some recessed can lights.
The sun brightness has been turned to 5%
Artificial brightness at 200%
Exposure changed according to time of day
I did some more testing, and it looks like they are "on" but not emitting light. They only have a faint glow at the source.
Attached are two pictures of me looking into the window of the same model. You can see the canned lights, but the inferior is way too dark for the amount of lighting present During the Day. If I switch the Time to Dawn or Dusk, then you can see the lighting (look at the far corner in both photos.
In the light's type properties, try turning the Illuminance level up to 10000 lx
DraftingDave , in this case it's mostly that the reflections of the window itself which are blocking the light from being more visible at that particular time of day. That is also what would happen if you were to take a photo with this scenario in real life.
What you can further try is, import your own Skybox and reduce the Brightness accordingly. Both can be done via the Atmosphere tab of Enscape. On top, you can disable Auto Exposure in the General tab and adjust the Exposure Brightness manually, until the inside interior is bright enough.

it would be super if the slider for artificial ight brightness could be more like 0 for zera nada nothing and 100% right for full blown sunlight kind of maximum...
at the moment the slider does not compensate for switching between daytime dusk dawn night whatsoever...
a dedicated light browser that also includes the light materials would be super!!
