I have this exact problem at the moment, I need to use a HDRI of a skyline that has been made into a sky-box but it's way too bright, editing it in PS does not do the trick, if only we had some control over exposure of HDRI's.
Right now the total brightness over the overall skybox is normalized to a fixed value. We will change that for the next version so that you can specify the target brightness.
