IF FOR OFF, JUST PAINT A DARK GRAY
ALMOST BLACK AND ADD "GLASS"
IF YOU WANT TV ON,
USE AN IMAGE AND EMISSIVE

Are you referring to animated textures maybe, or would you simply like to make a TV screen texture which emits light like it would in real life?
If it's the latter, you simply have to import any texture for your TV which you like, and then activate "Self-Illumination" through the Material Editor:
If you wish to have animated textures in the future, let me know and I'll forward it accordingly as feedback.

Pardon if there has been a misunderstanding - we do not support animated textures yet, thus we cannot share any tutorials about it.
Yet at least, this may be something which will be implemented in the future.But, I am also happily up-voting the topic on our agenda through your voice.
