If I want to make a table and chairs family with people already loaded in them it doesn't work. Can we fix that?
Ideally would prefer to pre-load assets into furniture families and have an instance based parameter to turn on/off people

Make the people families shared?
Verified. It works fine, just make the asset shared.

Having all assets as shared will have serious disadvantages as well, especially as we cannot un-share a family.
Perhaps as an alternative, maybe only make families shared if you detect if the active document is a family instead of a project?
You're right. Serious might be overstating it.
I was thinking about they would start showing up in our family<type> drop downs (we use those in some workarounds) but maybe that's not a concern for most users.
That said I don't see a disadvantage with my suggestion of checking whether it's the family or project you're placing an asset in and it's just one extra line of code (keep in mind that enscape doesn't prepare Revit families for their assets, the families are made on the fly through the api when you place an asset)
