I am trying to render an interior animation with no outside lighting, but while working with lights in the designer I can see the sources, yet when I go to render they "turn off." See the two attached images. Am I missing something here or is this an expected result?

Yes, I can understand the matter too. But you can talk to some skilled electricians for better results. They have a good idea about lights. You can also read the blog for the best light. It will help you.

It does not. Rendering out images works as expected with the light sources, but when rendering a video they turn off. I did some testing and found that by turning off raytracing and switching it to draft video quality the light sources will appear. Obviously not ideal, but its better than not having light sources at all, could it be a GPU issue?

I'm not an expert, but it certainly sounds like a GPU issue to me, especially if changing the view to draft quality brings them back on. Maybe the Enscape Team can confirm if there are systems in place to auto-turn off geometry (in this case, light objects), when the rendering task becomes to taxing for the computer.
